I don't believe so. However it is possible to create a fill-in form in Word using the tools that are provided in Word. Go to the Developer Tab which is where the necessary tools reside to create fill in forms.You can also create a form template in Word and then print to PDF and use the fill-in form tools in PDF. I have not compared programs, but you cannot go wrong with Adobe’s PDF Editor. I would not use anything else. (You also need to consider whom you’re sending it to, and most people would use Adobe Reader when opening PDFs.)

just check the properties of the form . Usually forms by default can be edited in adobe reader but it can be secured .. it may be a possibility that some has changed the security preferences , thus not allowing anyone to manipulate it .
